Keep in mind that payment processor disputes are governed by the contract you signed, not consumer protection law (since you're a merchant). Read your merchant agreement carefully for the dispute resolution process.

I mean went through this exact nightmare. PayPal froze 23K for 180 days after a risk review escalation. Here is how I got my money:

Step 1: Filed a CFPB complaint at consumerfinance.gov. PayPal has a dedicated team for CFPB complaints with strict SLAs. Acknowledged in 3 days, resolved in 15.

Step 2: Filed complaints with Texas AG and BBB simultaneously. PayPal responds to BBB because their rating affects business relationships.

Step 3: Sent formal demand letter to PayPal Legal (certified mail, San Jose HQ) citing the Electronic Fund Transfer Act (15 U.S.C. 1693) and state money transmitter regulations.

Key lessons:

  • PayPal User Agreement Section 10 gives them broad discretion, but state money transmitter laws limit hold duration.
  • If processing over 20K/month, consider Stripe or a traditional merchant account.
  • Never keep more than 30 days revenue in PayPal. Sweep funds to your bank daily.

The CFPB complaint was the key. Within a week I had a dedicated PayPal rep calling me directly.
