Been tracking Anthropic since their founding in 2021. This is a major pivot. For context, Anthropic was founded by former OpenAI executives who left partly because of concerns about safety and governance. Their whole brand has been “responsible AI development” and “AI safety research.” Dario Amanei has been on record in multiple interviews talking about existential risk from AI and the need for careful deployment.

First, supply chain optimization is NOT weapons development. The military needs to get the right parts to the right bases at the right time. That's logistics, not lethality. The Army loses billions every year to supply chain inefficiency. Using AI to predict when an F-35 engine component will need replacement and pre-positioning it at the right depot is not morally equivalent to building a killer robot.

1. The CDAO has been directed from the Secretary level to accelerate AI adoption. There is enormous pressure to show results. The supply chain use case was specifically chosen because it's “safe” — nobody is going to put an AI in charge of launching missiles, but everyone agrees our supply chain is broken.

2. Multiple companies are being evaluated, not just Anthropic. This is competitive. The evaluation criteria heavily weight “responsible AI” practices, which is actually Anthropic's strongest selling point. The irony is that the very thing making Anthropic's employees uncomfortable is the reason the Pentagon wants them.

3. The contract structure being contemplated is an Other Transaction (OT) agreement under 10 U.S.C. 4022, not a traditional FAR-based contract. OTs have more flexibility on IP rights and fewer DFARS flowdowns. This is specifically designed to attract non-traditional defense contractors like Anthropic.
